County procurement overhaul: new Chapter 3 of the Code, cone of silence and bid protest portal

The procurement reorganization passed on second reading with the chair's amendment on the cone of silence. The Clerk of the Board's counsel warned that the bid protest portal is unfunded and that protest fees and hearing examiner pay have not changed since 2001.
