Statement of affected parties for Comp Plan and LDR amendment memos

The Commission approved on first reading, 7–0, a rule requiring the memo for certain Comp Plan and LDR amendments to name the parties who would benefit. It was amended to soften the penalty for inadvertent failures to comply.
