Pilot program for off-site advertising on construction fencing in the urban core

The construction-fence advertising pilot passed first reading unanimously, as amended, with Districts 2 and 5 carved out. The commission split on whether the first year should be exclusive to one operator, and the City Attorney warned that a pilot label does not get around procurement rules.
