FLORA: floor area transfer for open space and reforestation

The Climate Resilience Committee chair asked the Commission to have staff study letting owners transfer unused floor area so mature trees can stay. Planning said it will fold the idea into the Chapter 17 tree committee's recommendations, due around year-end.
